The 1999 houses are due
Woodbury was farmland into the 1950s. Woodbury Heights, the first subdivision, broke ground in 1955, and the city had 1,056 people in 1950 and just over 10,000 by 1980. Then it went to 20,075 in 1990 and 75,102 at the 2020 census, with roughly 81,500 today. Single-family building permits peaked at 1,559 in a single year, 1999.
That peak is now a quarter of a century old, and a large share of Woodbury is reaching its original roof's replacement window at the same time. It is also a young stock overall: Metropolitan Council figures show 4,803 homes here built in 2010 or later and only 399 dating from 1939 or earlier. So the work in this city is mostly first replacements and storm repairs, not the archaeology you get on a hundred-year-old house.
What a first replacement actually needs
On a house of this age the shingles are usually the oldest thing on the roof and everything else is serviceable, which is exactly why it is worth being careful. The parts that quietly fail on a 1990s or 2000s build are the pipe boots, the step flashing at wall transitions, the kitchen and bath exhaust that was vented into the attic instead of through the roof, and ice and water shield that was run to the minimum of the day rather than past the freeze line.
Minnesota's residential code requires the ice barrier to reach at least 24 inches inside the exterior wall line, as two cemented layers of underlayment or a self-adhering polymer-modified bitumen sheet. On a low-slope entry or a long north-facing eave we will often recommend going further than that, and we will show you why on the roof rather than argue it on paper.
Permits, inspections and your association
Woodbury requires a permit for roof, siding and window work. Fees are based on the estimated value of the job and the number of squares, and a final inspection is required on every reroof permit. Hail on the east side of the metro
On June 19, 2026 the National Weather Service recorded half dollar sized hail in Woodbury during the storm that put two-inch stones over northern St. Paul. Storm report records around the city show a handful of hail events most years, with the larger local reports running to about an inch and three quarters.
Half dollar hail does real damage to a twenty-five-year-old roof and often none at all to a five-year-old one, which is why the honest answer needs someone on the roof.
